I've always been struck by how nice people in the techno scene are, sounds like you've had some bad luck
knowing the right people helps for sure, but if you're good and you keep plugging away someone will notice you at some point. The best thing to do to promote yourself is start putting stuff on, invite folks to play at your night and they'll usually offer you a set at theirs, get your ass to some welsh parties, we've always got a spare set for people wanting to play decent tunes on our rig
